The Islamic Republic of Iran hosts one of the largest and most protracted refugee situations in the world, having provided asylum to refugees - primarily from Afghanistan and Iraq - for over four decades.
As of 2024, UNHCR identified that approximately 3.7 million forcibly displaced people of various documentation statuses reside in Iran, making it the largest refugee-hosting country globally. This includes registered refugees as well as undocumented Afghans and Afghan passport holders. Following the developments in Afghanistan in 2021, hundreds of thousands of asylum-seekers have also arrived in Iran in search of protection.
Guided by the Solutions Strategy for Afghan Refugees, UNHCR works with the Government of Iran to implement inclusive policies that enable refugees to access education, healthcare, and livelihoods. In parallel, UNHCR supports the delivery of emergency assistance to newly arrived asylum-seekers.
Despite growing needs, opportunities for durable solutions, such as voluntary repatriation or resettlement, remain limited. UNHCR continues to advocate for greater international responsibility-sharing in support of Iran’s long-standing commitment to refugee protection.
